No policy in place for CEO payment
AN external audit report on Tablelands Regional Council’s financial statements has revealed the organisation paid an ex-gratia payment of $120,000 to former chief executive officer Gary Rinehart without a policy being in place.

The audit stated that a policy should be in place for such payments detailing in what circumstances they can be made, who can approve them, the basis on which an appropriate amount is determined, and how such payments represent an appropriate use of public money.
A report to council stated that officers will now develop a policy for adoption prior to the next audit.
Other issues identified in the audit included that contracts over $200,000 were not updated on council’s website, the council’s asset register was incomplete, and some staff had excess leave balances.
